Prior to the implementation of the Fixed Penalty Notices Act, the city of The Hague in The Netherlands issued all tickets on paper. Today, the city and the Central Fine Collection Agency of the Ministry of Justice must issue and process tickets that are completely digital. The entire process must be paper-free.
