Hong Kong Housing Authority awards $30M ERP contract to Accenture

The Hong Kong Housing Authority has awarded Accenture an eight-year, USD$30 million contract to design, develop and maintain a new enterprise resource management (ERP) system for the agency. The new system will replace more than 20 legacy systems and is designed to improve the efficiency of the Authority’s processes for financial management, procurement and works management.

Under the contract Accenture will deploy a new, fully integrated system in two phases over a three-year period, followed by an application maintenance period of five years. The first phase will focus on upgrading the authority’s finance and procurement capabilities with the implementation of ERP and supplier relationship management (SRM) software from SAP. The second phase will feature the implementation of additional SAP modules to provide support for the Estate Maintenance division. When fully deployed, the new system will support more than 8,000 Housing Authority users.
 
“The Hong Kong Housing Authority’s current systems are no longer able to meet evolving user requirements in terms of performance, flexibility and reporting capabilities. This has a negative impact on the Authority’s ability to deliver on their core mission of managing public housing for millions of Hong Kong residents,” said Bruce Liang, Accenture Health & Public Service lead for Greater China. “Accenture will leverage our vast global ERP experience to design and deploy an integrated ERP system that is aligned with the business goals of the Authority, drive new efficiencies throughout their organization, and put them on a path to high performance.”

The new system is designed to provide better budgetary control of financial transactions; enhance management information reporting and decision support capability; improve user productivity and system performance; provide a common look and feel for the user interface across all functional modules so it’s quicker and easier for new users to learn the new system; and enhance customer satisfaction
