In 2003, the president of South Korea expressed his firm resolve to innovate the public sector. The firm resolve of the government gave birth to the E-Government Roadmap, designed to achieve Korea’s vision of becoming the “world’s best open e-government”. An open e-government involves the participation of the nation’s people in policy formulation and government processes, enabled through transparent public administration.
